статье отмечается, как принятие Устава повлияло на структуру и функции организации: она повысила уровень своей идентичности как средства по сбли- жению экономических систем государств, которые являются ее членами. Кроме того, различные институты Ассоциации, до этого пребывавшие в зародышевом состоянии, приобрели политико-юридическую базу для официального обсуждения широкого круга вопросов. Устав четко сформулировал общее видение региона, в котором действует Ассоциация, и укрепил ряд институтов.
