В статье делается попытка раскрыть содержание иностранной помощи развитию в сфере информационно-коммуникационных технологий (ИКТ) и охарактеризовать типы такой помощи, а также показать мотивы действий различных групп доноров. В ней прослеживается эволюция международных институтов по оказанию помощи развитию в сфере ИКТ, анализируется оказываемая различными группами доноров динамика и структура иностранной помощи, выявляются факторы повышения ее эффективности.
