Решение проблемы «цифрового неравенства» является важным условием устойчивого социально-экономического развития в странах-реципиентах ино- странной помощи. В статье анализируется феномен «цифрового неравенст- ва», его особенности в развивающихся странах, инициативы международных институтов и стран-доноров по его преодолению. В работе акцент сделан на роли иностранной помощи в сокращении неравномерности использования ин- формационных и телекоммуникационных технологий между развитыми и раз- вивающимися странами.
