В статье анализируются факторы, оказавшие влияние на становление и развитие института иностранной помощи, как в организационно-правовом, так и социально-экономическом контексте. Автор раскрывает содержание ино- странной помощи как инструмента внешней политики доноров, отслеживая эво- люцию доктрины иностранной помощи во взаимосвязи с изменениями в научных воззрениях на процесс развития и международных отношениях. Рассматривая динамику и структуру иностранной помощи, автор обращает внимание на воз- никновение новых тенденций в данной области и на усилия, предпринимаемые странами-донорами и реципиентами с целью повышения её эффективности и результативности.
