В статье представлен аналитический обзор ключевых проблем, стоящих на пути повышения эффективности иностранной помощи. Рассмотрены сдер- живающие факторы, обусловленные практикой оказания помощи донорами и уровнем социально-экономического развития стран-получателей. Базируясь на практике национальных агентств и многосторонних институтов, автор рассматривает основные проблемы и подходы к оценке эффективности ино- странной помощи при реализации программ и проектов в области содействия международному развитию.
