История международного арбитража по статусу района Брчко в Боснии и Герцеговине в 1996-2000 г. показывает опасность для стороны в локальном конфликте оставления спорных вопросов на «последующее рассмотрение» международных структур при выработке мирного соглашения. В статье изложен контекст проблемы (возникновение стратегически важного Посавинского коридора, появление и ход решения проблемы беженцев). Основное внимание уделено произвольному изменению мандата арбитражного трибунала с определения линии внутрибоснийского разграничения на определение политического статуса спорного района, созданию института международного контроля в Брчко, политизации работы арбитража, деятельности международного сообщества по отторжению этого района от Республики Сербской и созданию Округа Брчко.
