Движение неприсоединения (ДН) является одной из самых крупных и активных групп в рамках переговорного процесса по Договору о нераспространении ядерного оружия (ДНЯО). Последние десть лет ДН выдвигает радикальную разоруженческую повестку в ходе Конференций по рассмотрению действия ДНЯО, хотя группе не всегда удается эффективно использовать свой коллективный голос в продвижении поставленных целей.Цель статьи – выявить приоритетные направления действий ДН, а также определить его роль в формировании новой повестки дня в переговорном процессе ДНЯО. Показан переход от декларативных форм в области ядерного разоружения к конкретным предложениям и планам ликвидации ядерного оружия. Основными методами исследования стал критический анализ документов, подготовленных государствами ДН к Конференциям по рассмотрению действия ДНЯО, а также неформальных интервью, собранных в ходе работы на подготовительных комитетах ДНЯО в 2018-2019 гг. Особое внимание уделено внутренним проблемам Движения, которые влияют на формирование общей позиции в переговорном процессе. Проведенное исследование позволяет заключить, что, несмотря на большое число стран-участниц ДН и их активную позицию, в последние годы роль ДН в переговорном процессе ДНЯО нельзя назвать успешной. На консолидацию позиций внутри ДН влияют внутренние противоречия, разнородность акторов и дальнейшая диверсификация их позиций. С одной стороны, это приводит к столкновениям интересов внутри ДН, с другой, к формированию максимально широкой повестки дня ДН в переговорном процессе. Открытым остаётся вопрос, насколько ДН сможет сохранять консолидированную позицию, а также противостоять позиции государств, обладающих ядерным оружием.

The Non-Aligned movement is one of the most active and large groups within the negotiation process for the Treaty on the Non-Proliferation of Nuclear Weapons. The NAM promoted radical disarmament agenda during the conferences on the NPT for the last decade. However, it proves to be inefficient. The article aims at uncovering the NAM priorities, as well as defining its role in agenda setting during NPT negotiation process. The authors show transition from simple declarations to specific plans and projects of the NAM in the nonproliferation sphere. Critical document analysis of the NAM states and informal interviews on the margins of the 2018-2019 non-proliferation committees provided the necessary information for the research. Internal challenges within the NAM were analyzed. The authors conclude that although the NAM has a lot of members with pro-active positions, their actions were unsuccessful due to internal conflicts and polar stances on the issue. This, in turn leads to clash of interests within the NAM and to a very broad agenda. The NAM is still weak to form a united front in order to contend nuclear powers’ position.
