Рецензия на книгу: О.В. Плотникова, О.Ю. Дубровина «Международные связи регионов государств:характеристика и особенности». М.: Норма; ИНФРА-М, 2016. 192 с. Учебное пособие посвящено международной деятельности субгосударственных акторов международных отношений. Под субгосударственными акторами имеются в виду регионы государств. Авторы издания предлагают наряду с межгосударственными отношениями (первый уровень) и наднациональными организациями (второй уровень) выделить третий уровень международных отношений - международные связи регионов федеративных и унитарных государств. Тема весьма актуальна в силу продолжающейся перестройки архитектуры международных отношений и мировой политики. Помимо прочего, эти процессы приводят к вовлечению в международные отношения всё новых и новых акторов. В результате меняется конфигурация и роль традиционных игроков. Помимо долгосрочных эволюционных процессов, не стоит забывать и о положении России в последние несколько лет. Очевидно, что текущая мирополитическая напряженность вокруг Российской Федерации не может быть полностью устранена старыми методами. В то же время субгосударственные акторы способны гармонично сочетать в своей международной деятельности как приёмы, характерные для традиционных акторов - государств, так и наработки из арсенала нетрадиционных игроков - НКО, НПО и т.п. Позитивных результатов таким образом можно будет достичь быстрее и на межгосударственном уровне.
