В результате анализа статистических данных о внешней торговле автор приходит к выводу о том, что модальность связи между торговлей и экономическим развитием претерпела изменения, и в настоящее время стала зависеть от большего числа факторов, в том числе, от защитных мер тарифного и нетарифного характера. В первой части статьи автор рассматривает теоретические концепции, описывающие влияние международной торговли на социально-экономическое развитие беднейших стран. На основе анализа широкого спектра литературы автор выделяет два подхода к пониманию вопроса: «старый», сторонники которого видят прямую связь между торговлей, экономическим ростом и долгосрочным развитием, и «новый», чьи представители считают, что такого рода связь ограничена рядом факторов. Во второй части работы рассматривается место защитных мер в торговле развивающихся стран. Автор даёт заключение о том, что снятие защитных мер в результате торговой либерализации не всегда идёт на пользу развивающимся странам. В последней части работы на основе общего индекса ограничения торговли проводится оценка влияния защитных мер на торговлю и экономическое развитие беднейших стран. Автор обосновывает использование данного индекса анализом исследовательских работ и выявлением наиболее эффективных методов оценки. В заключении автор приходит к выводу о том, что международная торговля и укрепление экспортного потенциала должны быть инструментами, но не ключевой целью национальной экономической политики беднейших стран.</p></abstract><trans-abstract xml:lang="en"><p>The article discusses the role of international trade in promoting economic growth and socio-economic development of the poorest countries. The analysis of foreign trade statistics shows that the modality of the relationship between trade and economic development has changed, depending on a large number of factors, including tariff and non-tariff such measures. In the first part of the article the author examines the theoretical concepts that describe the impact of international trade on the socio-economic development of the poorest countries. Having analyzed a wide range of literature, the author identifies two approaches to the understanding the issue, "old" one establishing a direct link between trade, economic growth and long-term development, and the "new" one problematizing this link. The second part of the paper examines the place of protective measures for trade in developing countries. It shows that the removal of the protective measures as a result of trade liberalization does not always go for the benefit of developing countries. The last part of the article evaluates the impact of protective measures on trade and economic development in the poorest countries on the basis of total trade restrictions index.
