Статья посвящена анализу государственной политики ФРГ в области высшего образования и науки как важнейших политических инструментов в обеспечении конкурентоспособности и влияния государства на международной арене. В современной глобальной борьбе за лидерство Германия делает ставку на «мягкую» и «умную» силу («soft and smart power»). Важнейшим политическим инструментом в обеспечении конкурентоспособности и влияния государства на международной арене является триада - высшее образование, научные исследования и человеческий капитал. В статье исследуются наиболее значимые за последнее пять лет инициативы федерального правительства и германских земель, направленные на укрепление позиций Германии в качестве мирового центра высшего образования и проведения передовых научных исследований. Под влиянием Болонского процесса в ЕС ФРГ существенно активизировала политику в области высшего образования и научных исследований с целью укрепления позиций Германии как «центра притяжения» и подготовки высококвалифицированных специалистов, учёных и студентов. В последние годы Германия проводит активную политику поощрения иммиграции «с целью обучения» из третьих стран. Германия входит в топ-10 стран, наиболее привлекательных для иностранных студентов, наряду с такими признанными странами-лидерами по количеству принимаемых иностранных студентов, как США, Австралия, Великобритания, Франция и Япония. В 2012 г. международные студенты, обучающиеся в высших учебных заведениях Германии, стали третьей по численности группой мигрантов после семейных и трудовых мигрантов. Основной страной-поставщиком иностранных студентов в Германию является Китай. В топ-10 стран-поставщиков иностранных студентов также входят четыре государства ЕС -Польша, Болгария, Австрия и Франция.

Paper analyzes higher education and resarch policy in Germany as an important instrument in ensuring the competitiveness and influence of the state in the international arena. In today's global struggle for leadership Germany relies on "soft" and "smart" power («soft and smart power»): education, research, innovation and human capital. This article discusses the most important initiatives the federal government and lands in the past five years, aiming at strengthening the position of Germany as a world center of higher education and advanced research and the most attractive location for highly qualified specialists from around the world.
