Будучи объединением государств с широким набором как совпадающих, так и различающихся интересов, он остро сталкивается с проблемой коллективного действия. При этом существующие в ЕС механизмы ее преодоления не всегда обеспечивают оптимизацию его курса во взаимодействии с крупными партнерами. Настоящая статья демонстрирует, что в отстаивании общего интереса ЕС сталкивается со сложностями даже в той сфере, в которой интеграционное объединение обладает наибольшими компетенциями – в вопросах внешнеэкономического сотрудничества. Положение, в котором при относительной слабости европейских институтов и общей идентичности участники объединения отдают предпочтение национальным интересам, представляет собой конкретное проявление проблемы коллективного действия.</p><p>Авторы рассматривают в этом ключе взаимодействие ЕС с Китаем. КНР выступает крупным торгово-инвестиционным партнером европейского объединения. Более того, в контексте финансово-экономических трудностей первой половины 2010-х годов, наблюдается растущая зависимость государств-членов ЕС от доступа к финансовым ресурсам азиатской державы. Заинтересованность в китайских инвестициях ведет к снижению контроля над ними без симметричных уступок со стороны Пекина в отношении европейских инвесторов. Кроме того, она побуждает и к корректировке позиции государств-членов ЕС по ряду политических вопросов, чувствительных для КНР. Пока Европейская комиссия ведёт сложные переговоры, добиваясь расширенного доступа европейских компаний на китайский рынок, отдельные страны ЕС конкурируют между собой за китайские инвестиции. Более того, порой они сознательно перекладывают на Брюссель наиболее проблемные вопросы в отношениях с Пекином. В статье показаны особенности конкурентных стратегий Германии, Великобритании, Франции и стран Центральной и Восточной Европы в этой области. В том числе, рассмотрены первые результаты осуществления китайской инициативы сотрудничества «16+1». Авторы демонстрируют как наблюдаемая конкуренция снижает переговорную силу Брюсселя в отношениях с Пекином.</p></abstract><trans-abstract xml:lang="en"><p>The international actorness of the European Union is an object of prolonged scholarly and political debates. As an association of states with both complementary and competing interests it faces the problem of collective action. The EU elaborated several mechanisms to mitigate it effect, which, however, do not necessarily avail it to conduct a coherent policy towards other major powers. The current article demonstrates that when it comes to defending European interests in the world arena,Brusselsfaces a range of challenges even in the most developed spheres of the integration process, such as international economic cooperation. Due to the insufficiency of hegemony, common identity and institutional weakness, the member states of the European Union tend to pursue their own private interests, rather than speak for the common interest. This tendency is traced in the article using the record of relations between the EU andChina. Despite the fact that the EU is, in many ways, wealthier and technologically more developed thanChina, its dependence on huge financial resources flowing from the Asian ascending power has grown in 2010s. While the European Commission’s goal is to secure access to Chinese market for European companies, individual member states vie for Chinese investments. To illustrate this, the article highlights competitive strategies ofGermany,Great Britain,Franceand Central and Eastern European countries (CEECs). It examines engagement of the CEECs in the Chinese initiative “16+1”.
