Противодействие стран ЕС поселенческой политике Израиля: мифы и реальность

Аннотация
Более 50 лет страны-члены Евросоюза и Европейского экономического сообщества (до 1993 г.) поддерживают особые отношения с Израилем в торговой сфере. Только в текущем 2014 г. экспорт израильских товаров в Европу возрос на 3%, а в абсолютном выражении составил треть всего экспорта Израиля. Вместе с тем, позиция стран ЕС в отношении палестино-израильского конфликта явно противоречит фактическому характеру экономического и научно-технического сотрудничества. После провала в 2001 г. палестино-израильских переговоров о достижении всеобъемлющего мира в соответствии с Соглашениями Осло, Евросоюз предпринял несколько попыток ограничить проникновение на европейские рынки израильской продукции, произведённой на оккупированной территории. Однако, как видно из содержания статьи, между странами ЕС нет единства в отношении израильской поселенческой политики. Проведённое исследование доказывает, что все решения, принимавшиеся до сих пор Евросоюзом в целях ограничения израильского экспорта или сокращения кредитования программ научно-технического сотрудничества, как правило, носили обтекаемый и декларативный характер. Представленный аналитический материал доказывает, что антиизраильские кампании бойкота, организуемые неправительственными, профсоюзными и религиозными организациями, наносят значительно больший ущерб экономическим интересам и имиджу Израиля, нежели рекомендательные инициативы основных институтов ЕС, ответственных за формирование ближневосточной политики. Судя по всему, Евросоюз в равной степени, как и США, смирился с израильской политикой освоения оккупированных территорий и, как представляется, будет и впредь дистанцироваться от любой серьёзной конфронтации с Израилем.
