Концепция онтологической безопасности в международно-политическом дискурсе

В статье рассматривается проблематика онтологической безопасности. В самом общем виде, термин «онтологическая безопасность» отвечает за состояние, в котором отношения субъекта с контрагентами выстраиваются в максимально предсказуемых категориях. При этом акцент сделан на психологических и социальных детерминантах поведения государства. Понятие, ставшее популярным в исследованиях конструктивистов рубежа ХХ-ХХI вв., с точки зрения авторов, всё ещё не имеет инструментального определения с чётко сформулированными допущениями и переменными. В статье анализ концепта онтологической безопасности выстроен по двум направлениям: сначала рассматривается широкий спектр интерпретаций, делается упор на отсутствии инструментального определения концепта и предлагаются необходимые параметры подобного определения. В рамках второго направления авторы рассматривают способы достижения государством онтологической безопасности через триаду следующих действий: принятия роли другого (от внешней среды, в которую вовлечён субъект); навязывание своей роли субъект, с которыми происходит взаимодействие; и разрыва отношений с контрагентом (средой). На всех стадиях поиска онтологической безопасности субъект пытается либо принять нормы и практики, по которым происходит взаимодействие со средой, либо заново определить своё положение в реализуемых отношениях с контрагентами. 

В выводах даётся искомое определение, а также отмечается, что концепт онтологической безопасности придаёт конструктивизму помимо методологического значения ещё и способность описать логику поведения государств на международной арене: государства стремятся быть вовлечёнными в процесс строительства интерсубъективной реальности с контрагентами и определять совокупность норм, практик и свой статус, выстраивая общее, коммуникативное знание с «другим». В противном случае поведение государства может отличаться иррациональностью. Важным элементом теории выступает необходимость избегать ситуаций дилеммы онтологической безопасности: государство проецирует собственную, как правило, охранительную реальность, что, однако, не обеспечивает онтологическую безопасность и может потенциально провоцировать дальнейшую эскалацию кризисных отношений.
