МЕЖДУНАРОДНЫЙ ПРОДОВОЛЬСТВЕННЫЙ РЕЖИМ

В обзорной статье раскрыто содержание малоизвестного в российской академической литературе понятия «food regime». На основании ретроспективного анализа автор проследил и кодифицировал смысловую динамику терминологической единицы от её первозданных трактовок до современных формулировок. С помощью исторического и компаративного методов были реабилитированы академические заслуги Д. Пухала и Р. Хопкинса, использовавших концепцию food regime ещё за несколько лет до её общепризнанного генезиса и официального научного дебюта. Методом восхождения от абстрактного к конкретному автор воспользовался для демонстрирования классификации продовольственных режимов, составленной по принципу геополитических интересов в сфере мирового производства, потребления и дистрибуции продуктов питания. В хронологическом порядке были описаны характерные черты исторически сложившихся про­довольственных режимов, а также идентифицированы современные тенденции, обладающие реформистским потенциалом. В частности, было установлено, что альтернативная устоявшемуся corporate food regime идея «продовольственного суверенитета» является предметом для острых академических споров. С помощью метода обработки и анализа вторичных данных была проанализирована дискуссия между Ф. Макмайклом и А. Бернштейном, посвящённая «крестьянскому вопросу» — мобилизационному фрейму стратегии food sovereignty. Благодаря критическому анализу автор приходит к выводу, что следование принципам продовольственного суверенитета является необходимым для успешного предотвращения катастрофических перспектив, связанных с деградацией экосистем, ускоренной эрозией почв, сокращением биоразнообразия и корпоративной автократией. Автор убеждён, что идея food sovereignty способна отвратить энергичную либерализацию природы, интенсивную приватизацию жизни и стремительную монетизацию безусловных рефлексов человека.
