Abstract
This article deals with the Arctic strategy of the European Union. The main task of the author is to show the development of the EU’s Arctic policy during the previous 5 years, to analyze motivations of the EU’s actions in the Arctic, to assess the foreign policy resources which are at the disposal of Brussels to carry out the EU’s Arctic policy, and therefore to demonstrate the growing role of the EU in the Arctic. Apart from that, the author attempts to answer a question to what extent the EU’s interests in the Arctic coincide with or contradict interests of Russia and other Arctic states.

Abstract
This paper describes the development of energy dialogue between Russia and the EU in 2012. It also focuses on the analysis of the contradictions that exist between the sides. The urgency of the topic is stressed, in particular, by the fact that, according to the EU's view, gas imports into the EU will continue to grow up to 2030 year, and the European countries will have to purchase additional volumes of Russian gas. This means that the window of dialogue opportunities will expand continuously, but dialogue is severely hampered in this particular period of time. Even the subject of the dialogue is understood differently. Russia wants to, first of all, discuss measures to establish a joint system of reliable gas supply to Europe. The EU would like to concentrate on the problems of infrastructure and energy efficiency. This paper presents an overview of the factors influencing the dialogue between Russia and the EU. Among which are: the reduction of gas production in the EU, the market power of Gazprom, the expansion of shale gas, increased financial liquidity of gas, the fight for market transparency. The last factor, represented chiefly in the antitrust proceedings around «Gazprom» and the first results of the entry into force of the rules of the third energy package, pulled in more detail. In conclusion emphasizes that the removal of contradictions gets serious damage due to the fact that the European Commission is negotiating on behalf of the common customer of energy, and the Russian Federation – on behalf of the corporation.

Abstract
The article is devoted to the politics of China in resolving the problems in the basin of the South China Sea. Not that long ago, the conflict in the region was understood as a clash between China and several countries in South-East Asia, the members of ASEAN (Philippines, Vietnam, Malaysia, Brunei, Indonesia in part), upon the right to own more than one group of uninhabited islands, reefs and shoals scattered throughout the South China Sea, and the limits of their exclusive economic zones and continental shelf. Now, however, opponents of China in the dispute over the islands, who had previously been negotiating with Beijing on a bilateral basis, have taken the first step towards the internationalization of the debate. Meanwhile, China continues to maintain a clear negotiating tactic with its opponents in the dispute over the islands on a strictly bilateral basis, trying to bring its position to all ASEAN members involved in the dispute through each individual partner. Beijing's apparent unwillingness to take real steps to speed up the adoption of the Code of Conduct can probably be explained by the fear that the Code will be used by ASEAN countries to provide collective pressure on China and limit its activities in the region. The policy which was carried out in the South China Sea by China recently has led to strained relations with the countries of the region and prompted some of them, in particular, the Philippines and Vietnam to intensify defense cooperation with the United States. Being connected both to Europe and the Pacific Ocean by its geographical position, Russia would prefer the territorial disputes in the South China Sea not to grow into a confrontation, especially not to be developed into military actions. The fact that in terms of nautical miles Russia is fairly remoted from the South China Sea does not mean it is detached from the situation in the region and its possible outcomes.

Abstract
The author focuses on one of the most complicated problems of North-East Asia, namely the issue of a peaceful resolution of the crisis on the Korean peninsula, the prospects of signing a peace treaty instead of the current ceasefire agreement as well as Russia's position. The author emphasizes the importance of the nuclear crisis to be resolved on the basis of agreements reached within six-party talks. This may create preconditions for concluding a peace treaty and establishing a peace mechanism for North East Asia.

The article offers an analysis of the status and position of the army, as the key institution within Egypt’s political system, showing the path and degree of its transformation as a result of the Arab Spring revolutionary wave affecting Egypt among other countries of the Arab world. It also contains certain forecasts concerning the future role of the Egyptian military, with the author, however, deeming the status of the army in the new political situation as being anything but stable and definitive.

Abstract
The problem of an Other and association with an identity in conflict are among the least explored areas of contemporary conflict studies which tends to regard conflict behaviour as rational. This article suggests several periods in the development and evolution of conflict depending on the role and function of the Other, thus adopting a historical-constructivist approach. From the spread of social application of self-other categories to conflict, to the technological and informational transition from traditional to ‘new’ and asymmetrical wars and counter-insurgency warfare, the Other changed form, function, and role in conflict. Supporting the argument with historical evidence, this article reconstructs the evolution of the Other and situates it in the context of social, political, and conflict-evolving realities.

Abstract
This article provides an analysis of the U.S. foreign assistance to Israel. It shows the evolution, structure and key trends of aid flows in 1949-2012. Particular emphasis is placed on military assistance to Israel, aimed to provide Qualitative military edge (QME) of the country in the Middle East and to ensure regional stability. The game-theoretic analysis in particular the repeated games is applied in order to understand the mechanisms of the effect of U.S. military assistance to Middle Eastern countries. The basic directions of U.S. aid (development of missile defense systems in Israel and financing of a number of civil programs) are shown. The main point of critic of U.S. foreign assistance to Israel, as well as an assessment of the influence of the «Arab Spring» and the global economic crisis on aid flows are provided.

Abstract
The article presents a comparative analysis of the European and the American model of judicial constitutional control. Exploring the reasons for the implementation of the European model of the constitutional control in the post-Soviet States of Eastern Europe and the CIS, the author comes to the conclusion that the introduction of the institution of the constitutional justice of the European design was a logical step in the establishment of constitutionalism in the region. Experience of the Western European States was taken into consideration while building the system of constitutional justice in the post-Soviet States of Eastern Europe and the CIS. However, we are not talking about blind copying of Western European experience, but rather of its creative processing taking into account the specifics of a particular State and its legal system.

Abstract
The article presents a research in exposing students of Japanese to the indigenous cultural environment. The analysis of modern theories in cultural interpenetration and intercultural adaptation let the author come to the conclusion that professional training of specialists in crosscultural intercourse at professional level makes it necessary to work out new teaching technologies. Discourse arts of ancient Greece demonstrate in the V century BC division of discourses, and are seen as premises of rhetoric, which marked institutional differentiation of speeches and predestinated legal discourse. The purpose of the following analysis is to show cohesion, coherence and mutual dependence of discourse arts as premises of rhetoric. Sophists confirmed with their example the dichotomies of utterance meanings and though they didn't create eloquence art, they laid a way to rhetoric, laid down foundation for language studying, having isolated it from Logos, and also developed techniques of judicial speeches and legal discourse. Criticizing sophists, using their positive methods, Socrat, Platon and later Aristotle defined, on the basis of syllogism, the direction of evolution of rhetoric not as practical eloquence but mainly as methodology of sciences and arts.
