The article analyzes the possibilities of building long-term relations between the Western intergovernmental organizations, first of all, NATO and the European Union, and BRICS, considers the prospects for the strategic co-existence between them. Abstract
The article focuses on the role of the moderate islamists movement «The Muslim Brotherhood» in current political situation in Egypt. «The Muslim Brotherhood» is the most organized and powerful force in contemporary Egypt. The author deals with ideology and strategy of the movement, the relationship with other political forces, internal differences and opportunities in power. He concludes that the «Cairo effect» caused long overdue tectonic shift in the Arab region. Egypt has begun its move to build up a democratic state but with their own specifics. The future situation in the country will depend on the relationship «The Muslim Brotherhood» with the army and political secular powers. The country has just started to move in the way that Turkey did a few decades ago

Abstract
Article focuses on the problem of classification of modern and prospective cyber weapons. Suggested complex of characteristics, based on analytical approach allows for type determination for existing and future cyber weapons. Current wider-known samples are classified and their respective niches are pointed out among different aims for cyber weapons application. Working criteria for differentiation between information warfare and practical cyber warfare is suggested for proper classification of malware, espionage toolkits, hacking tools and combat software.

Using less-known documents from American and British archives the article examines the impact of developments on Soviet-German front in late 1942 on military-political planning in U.S. and U.K. with a special emphasis on the second front problem. It is demonstrated how deeply the German defeat at Stalingrad affected Anglo-American military and intelligence estimates of situation at Soviet- German front and prospects of the war in general.

Abstract
The article presents the analysis of the political, demographic and other aspects of the Palestinian community in Jordan, which has become a major factor in the Jordanian political life since the beginning of Arab-Israeli conflict and Israel’s occupation of the West Bank. The results of the research show that political and social-economic reforms of Jordanian King Abdullah II haven’t improve the status of the Palestinians, especially the status of the Palestinian refugee camps residents in Jordan. In contrast to the indigenous population (Bedouin population and some Caucuses or Circassian communities) they have no political representation, no access to power, no competitive education and business activity is under restrictions. Today the Palestinians and their descendants make up in Jordan at least two thirds of the population and most of them support the Hamas and other radical Islamic groups. Since the aftermath of the Black September Civil War (1970-1971) they continue to be the main factor that can destabilize the internal situation in the Hashemite Kingdom. Current unfavorable economic conditions and the extremely volatile situation on the borders of Jordan with Syria, Iraq and the area of the Palestinian-Israeli conflict are most likely to the growth of Islamist activity, including Islamic extremists calling for the overthrow of the Hashemite monarchy. In this context the possibility of mass anti-monarchy protests can’t be excluded. At the same time King Abdullah and his political proponents are well aware of this challenge and the dependence on the development of the situation in the Middle East, as well as financial and military support of powerful Western States and the Golf oil-producing monarchies. In seeking to preserve the existing status quo Jordanian authorities would deliberately put the country in a state of dependency on the political interests of the U.S. and Saudi Arabia, in return for all kinds of preferences, including military aid if a threat to the security of the Kingdom is expected.

This paper investigates the German and USA system of post-graduate training, with a special focus on the institutional features of the postgraduate courses. Based on the German statistical databases, it undertakes a detailed analysis of sociodemographic characteristics for doctoral students (рromovierende), the types of employment, the financing of projects. This paper will also highlight the peculiarities of mobility processes in the framework of the national post-graduate courses. The article analyzes the role of presuppositions, which are widely used in the Spanish political and journalistic discourse as a means of manipulating language, and are focused on strengthening the management capacity of language to provide a hidden impact on recipients. Presuppositions implicitly convey information; they are convenient and effective means of imposing a particular point of view, alien description and vision of reality. Presuppositions impose situation and action assessment, which does not coincide with the one that recipients of the information could form on their own.

Abstract
The article addresses the problem of public debt restructuring in seven largest countries of Latin America. Over the last decade there has been a steady decline in nations’ external debt liabilities. This process was originated by two main contributors: worsening borrowing conditions on the world credit market, encouraging governments to deleverage their external credit position, and a solid financial standing underpinned by a positive external environment. It is LAC-7 countries’ strong fiscal position that propelled the development of national debt market and attracted international investors. But as the present report reveals international capital inflows into public debt market is highly volatile, concentrated in the short term segment and insufficient to finance constantly rising needs of the emerging nations. Finally, the author considers debt management options for local government policies weighing the implications of the ongoing global financial crisis and the scarcity of external credit resources
